2. Eligibility

To register and maintain an account on phbest, you must satisfy all of the following eligibility requirements at all times:

• You must be at least twenty-one (21) years of age. phbest strictly complies with PAGCOR's minimum age requirement. Access by persons under the age of 21 is strictly prohibited.
• You must be a legal resident of the Republic of the Philippines and physically located within a jurisdiction where online gaming is lawfully permitted.
• You must not be a current employee, director, officer, contractor, or close family member of any employee of phbest or any affiliated entity, game provider, or software supplier.
• You must not be subject to any self-exclusion order — whether imposed by phbest or any PAGCOR-affiliated gaming operator.
• You must have the legal capacity to enter into a binding contract under Philippine law.
• You must not be acting on behalf of another person. All accounts must be registered and used solely by the account holder.

phbest reserves the right to request documentary proof of eligibility at any time, including government-issued photo identification (UMID, PhilSys National ID, driver's license, or passport). Failure to provide satisfactory documentation may result in account suspension and forfeiture of pending withdrawals pending verification.

3. Account Registration and Verification

Each person may hold only one (1) registered account on phbest. Duplicate accounts are strictly prohibited and will result in the suspension of all associated accounts and forfeiture of any balances held therein.

3.1 Registration Information

You agree to provide accurate, complete, and current information during the registration process. This includes your full legal name, date of birth, Philippine mobile number, and a valid email address. You are responsible for maintaining the accuracy of this information and must update it promptly if it changes.

3.2 KYC Verification

In compliance with PAGCOR's Know Your Customer (KYC) and Anti-Money Laundering (AML) requirements, phbest requires identity verification before processing any withdrawal. Verification requires submission of a clear photograph or scan of a valid Philippine government-issued ID, a selfie photograph for liveness confirmation, and, where required by PAGCOR regulations, proof of source of funds for transactions above prescribed thresholds.

3.3 Account Security

You are solely responsible for maintaining the confidentiality of your account credentials. phbest will never ask you for your password via any channel. You must notify phbest immediately at [email protected] if you suspect unauthorized access to your account. phbest shall not be liable for any loss resulting from unauthorized use of your account where you have failed to maintain adequate security of your login credentials.

4. Deposits and Withdrawals

4.1 Deposits

phbest accepts deposits via GCash, PayMaya, BPI, BDO, Metrobank, UnionBank, and 7-Eleven CliQQ. The minimum deposit amount is ₱20. All deposits must be made from a payment method registered in your own name. Third-party deposits are strictly prohibited and may result in account suspension.

4.2 Withdrawals

Withdrawals are processed to the same payment method used for the deposit wherever possible. phbest reserves the right to require completed KYC verification before processing any withdrawal. Withdrawals are subject to a minimum amount as published in the platform's help section. phbest reserves the right to delay withdrawals for AML screening purposes, particularly for amounts that trigger PAGCOR-mandated reporting thresholds.

4.3 Chargebacks

Any attempt to initiate a chargeback or reversal of a completed deposit constitutes a material breach of these Terms. phbest reserves the right to suspend the account, recover any funds disbursed against the disputed amount, and report the matter to PAGCOR and relevant financial institutions.

5. Bonuses and Promotions

phbest may offer bonuses, free credits, cashback, and other promotional incentives from time to time. Each promotion is subject to specific terms and conditions published on the phbest platform at the time the promotion is active. General rules applicable to all phbest bonuses include:

• Bonuses are non-transferable and may not be exchanged for cash unless explicitly stated otherwise.
• Wagering requirements must be met before bonus-derived winnings can be withdrawn.
• phbest reserves the right to withdraw any bonus at any time if it suspects misuse, abuse, or fraudulent activity in connection with the promotion.
• Bonus eligibility is subject to the player's account standing and compliance with these Terms at the time the bonus is claimed.

6. Game Rules

Each game available on phbest is governed by its own specific rules, which are accessible within the game interface. 7. Prohibited Conduct

• Exploiting software errors, glitches, or vulnerabilities for financial gain.
• Using automated bots, scripts, or any software that simulates human play.
• Collusion with other players in live dealer, poker, or any multiplayer game formats.
• Money laundering or using the phbest platform for any purpose that violates Philippine anti-money laundering laws, including Republic Act No. 9160 as amended.
• Providing false information during registration or KYC verification.
• Accessing the platform from a jurisdiction where online gaming is prohibited.
• Any conduct that phbest determines in its reasonable discretion to be harmful to the integrity of the platform or its other users.

8. Responsible Gaming

9. Intellectual Property

All content on the phbest platform — including but not limited to software, game content, graphics, logos, trademarks, text, and audiovisual materials — is the property of phbest or its licensed game providers and is protected by applicable Philippine and international intellectual property laws. You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the platform solely for your personal, non-commercial gaming activity. Any reproduction, redistribution, or commercial use of platform content without phbest's prior written consent is strictly prohibited.

10. Limitation of Liability

To the fullest extent permitted by applicable Philippine law, phbest shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of, or inability to use, the phbest platform. phbest's total aggregate liability to you for any claim arising from these Terms or your use of the platform shall not exceed the total amount deposited by you in the twelve (12) months preceding the event giving rise to the claim.

phbest does not warrant that the platform will be uninterrupted, error-free, or free of viruses or other harmful components. Scheduled maintenance, technical issues, or circumstances beyond phbest's reasonable control (including network outages, force majeure events, or regulatory directives from PAGCOR) may result in temporary service unavailability, for which phbest shall not be liable.

11. Account Suspension and Termination

phbest reserves the right to suspend, restrict, or terminate any account at any time, with or without prior notice, where phbest reasonably believes that:

• The account holder has violated any provision of these Terms.
• The account is being used for fraudulent, illegal, or abusive purposes.
• Continued operation of the account poses a risk to phbest, other players, or the integrity of the platform.
• phbest is required to do so by PAGCOR, a court order, or any applicable regulatory authority.

Upon termination, phbest will process any verified remaining balance to the player's registered payment method, net of any amounts owed by the player to phbest, subject to the completion of applicable AML checks. Balances associated with accounts terminated for breach of these Terms may be forfeited.

12. Governing Law and Dispute Resolution

These Terms are governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute arising from or in connection with these Terms or the phbest platform shall first be referred to phbest's customer support team for informal resolution. If the dispute cannot be resolved informally within thirty (30) days, either party may escalate the matter to PAGCOR's dispute resolution mechanism or to the appropriate Philippine courts having jurisdiction.

13. Amendments to These Terms

phbest reserves the right to amend these Terms at any time. Material changes will be communicated to registered players via the email address or mobile number on record at least seven (7) days before the changes take effect, except where immediate changes are required by PAGCOR or applicable law. Continued use of the phbest platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not accept the amended Terms, you must close your account before the effective date.
